Brash and confident, Joe joined Blue Watch at the beginning of series 11, along with Dan Barratt and Sally Fields. He was attracted to Sally, despite already having a girlfriend, Jacqui, and was envious when Sally began a relationship with Dan. He and Dan were frequently at odds; Joe continually wound Dan up about his botched orders on a shout which had led to Jack Morgan and Recall being injured. At one point they almost came to blows at a shout and had to be broken up by their new Station Officer, Chris Hammond.
Joe lost interest in his relationship with the pushy Jacqui, but didn't have the heart to end it. Jacqui grew suspicious about his interest in Sally, so she threw him out, and Maggie offered to put him up. Joe also reacted badly when Hyper revealed that he was gay, to the extent that he was reluctant to climb into a lift shaft where Hyper was trapped, and took a long time to accept him.
Sally and Dan split up, and she began a rocky relationship with Joe. They appeared to split up, but discreetly continued their relationship, aware of the Brigade's disapproval of relationships between serving members. He proposed to Sally near the end of Series 12, and after taking time to think about it, she accepted his proposal on a shout, just as they were about to re-enter a blazing Chinese fireworks factory. Moments later, an explosion ripped through the building, killing Joe and Sicknote instantly.
