Frank Mooney QGM was a firefighter at Blackwall Fire Station during series 14.
Quiet and mysterious, Frank gave little away about himself and had a menacing aura. He received a medal for bravery from the Brigade. Frank worked as a debt collector for local gangster Jimmy Watts and beat up someone who owed Jimmy money. He later found out that the man had died of his injuries. He got Adam into trouble too, and talked him into petrol bombing DI Roebuck's car after Roebuck insulted them at a fire. He later tried to make amends and took a beating for Adam from Jimmy.
Mooney had a tense relationship with Station Officer Mick Callaghan and enjoyed undermining his authority. While both pumps were racing towards a shout, Frank reported that there were traffic works blocking their way ahead and directed his pump to take a different route, in direct defiance of Callaghan's orders. Frank was proved correct and their pump got to the scene first. He was unsympathetic towards error prone probationer Craig Ross and warned him to stay away from him after Craig bumped into Frank, causing him to spill his drink. Moments later, the bells went down and Frank told Mick to keep Craig away from him. George persuaded him to box in a Brigade tournament.
Frank fell for firefighter Sally Fields and they slept together. He was aware that Callaghan also fancied Sally and gleefully told him about their affair. He finally confessed to Sally about his past, admitting that he had killed people, and she took it badly. When Sally realised she was pregnant, she had an abortion, telling him she couldn't bear to bring his child into the world. He won her round again with an impromptu rendition of Eternal Flame at the Oliver Twist. Frank also slept with Mick's unstable wife Shauna and she also fell pregnant with his baby.
